Tanzania beat Burundi 2-0 at Uhuru Stadium in Dar es Salaam on Tuesday to secure the second CECAFA zone ticket for the AFCON U-20 finals in Ghana next year.
Juma Abushiri opened the scoring directly from a corner kick past goalkeeper Omari Niyonkuru on the quarter-hour mark.
Faraji Kayanda doubled the lead in the 33rd minute after a set-up from Bashiri Salum Kibaila.
Mario Rivera Campesino's charges then managed the game cautiously to preserve the advantage.
Tanzania will now face Sudan in Thursday's final after Sudan edged Uganda 3-2 in the other semi-final.
Uganda and Burundi will contest the bronze medal match before the final.
The argument doing the rounds in Kampala is whether the Uganda Hippos can regroup quickly enough to salvage third place after that heartbreaking loss to Sudan.
