Sudan beat Tanzania 4-3 on penalties to lift the 2026 CECAFA U-20 trophy at Uhuru Stadium in Dar-es-salaam on Wednesday after normal time ended goal-less and extra time finished 1-1.
Omer Hamd headed Sudan ahead in the 93rd minute before Abdulnassir Abdallah equalised after 112 minutes to force the shoot-out.
Sudan held their nerve to win the dramatic shoot-out 4-3 and claim their maiden triumph in this age group competition.
Both finalists will represent the CECAFA zone at next year's AFCON U-20 finals in Ghana.
Meanwhile Uganda Hippos finished third after beating Burundi 2-0 in the third-place play-off.
Derrick Ssozi and super substitute Ashraf Kyakuwa scored a goal in each half to secure the bronze medal for coach Laryea Kingston's side.
The Uganda delegation returns home on Friday afternoon.
