Harry Redknapp believes Tottenham were cheated out of Champions League football during his reign while Manchester City allegedly breached Premier League financial rules.
The former Spurs boss says his side finished one place off qualification in both the 2010/11 and 2011/12 seasons as City rose to dominance.
A 1-0 loss to Roberto Mancini's team in May 2011 secured City's maiden Champions League berth and ended Tottenham's hopes that campaign.
The following season Spurs finished fourth yet still missed out after Chelsea won the Champions League to claim the final English slot.
Redknapp admits no one can say for sure what would have happened had City played by the rules but insists the Premier League must not rewrite settled league tables.
He warns that deducting points or titles retrospectively would open a can of worms affecting relegated clubs as much as those at the top.
The whole process has been an almighty drawn-out mess but reopening finalised seasons would do incredible damage to a league that is the envy of the world.
Redknapp adds that City obviously need to face consequences yet altering history is not the answer for English football.
