The Ugandan professional surged from fourth place to sit three shots clear of Nigerian Godwin Okoko heading into Saturday's final round.
Okoko, who shared the lead after Thursday's play, carded an 8-under-par 64 for a 131 aggregate to hold second position.
South African Slade Pickering sits on 7-under-par going into the deciding day at the lakeside venue.
A total of 30 golfers made the cut to feature in the final round at Entebbe.
Eswatini's Dlamini Nobulhle is the sole female professional in the field alongside elite amateurs Joseph Cwinyaai and Joseph Akena.
