Rwanda Football Federation president Fabrice Shema Ngoga resigned on Monday after a court settlement over fraud charges made his position untenable.

Shema sent a formal letter to the federation assembly and copied FIFA, CAF and CECAFA confirming his immediate departure.

He cited an integrity issue surrounding his personality and said stepping down was necessary to protect the federation's credibility.

The Rwanda Investigation Bureau arrested Shema in August over private business dealings unrelated to his football duties.

Prosecutors accused him of issuing cheques without sufficient funds and fraudulently acquiring property worth $600,000.

A Nyarugenge Primary Court remanded him for 30 days on September 2 pending further inquiries.

His legal team later reached a settlement with prosecutors and Shema admitted the charges in court.

He paid the full $600,000, received a six-month suspended sentence and was released after 42 days in detention.

Public scrutiny over his conduct intensified after his release and forced his exit from the federation.

Shema previously led AS Kigali for six years winning two Peace Cup titles before taking the FERWAFA helm unopposed in August 2025.

His resignation leaves a leadership vacuum in Rwandan football with elections expected soon.
